George Harrison was looking for a B-Side filler song for a single he was going to release back in 1988. But while sitting around at Bob Dylans place, he noticed a box in the garage that had "Handle With Care" written on it. That led to the formation of the song which Dylan, Petty and Orbison alson contributed lines. The song did not become a filler, but led to the formation of The Traveling Wilburys.
